• payroll accounting for 30 employees of the company;
• the setup of personnel accounting in compliance with all requirements of legislative and statutory acts;
• the assurance of the security of storing and transmitting personal data.

Client description:

GMAC is an investment company operating in 20 countries. As a subsidiary of the General Motors international automotive concern, GMAC specializes in the financial support of the operations of the parent company, insurance, online banking and other financial services. As of now, the consolidated assets of GMAC amount to $178 billion US.

The objective:

In 2007, the client decided to register, in the Russian Federation, the GMAC LLC company supposed to provide financial services to automotive companies. At that time, the new company had about 30 employees. Its chief accountant, with the sanction of the home office, decided to outsource payroll accounting and personnel administration.

The problem definition, as posed by the client, included taking care of payroll accounting and personnel administration so as to relieve GMAC's financial service employees of the necessity of closely monitoring the process. While doing this, the Unicon Outsourcing was supposed to assure the complete confidentiality of payroll accounting data. Besides, the client required qualified consultations concerning changes in the current labor and tax laws.

The solution:

Internal policies concerning work with personnel  were devised in Russian and English for the purposes of payroll accounting and personnel administration. All the standard acts and documentation complying with the requirements of Russia's legislation were prepared. Professionals of the Unicon Outsourcing provided consultations concerning payroll accounting, in the English language, for employees of the client's home office.

A number of employees with access to different data levels were established at the ends of both the client and the Unicon Outsourcing project team in order to assure the confidentiality of payroll accounting data. This way, only persons authorized by the client could gain access to information about the payroll. Besides, a standard package of solutions developed by the Unicon Outsourcing for the purpose of assuring data security was provided to GMAC. 

The result:

All the tasks set by the client were completed. They included the setup of a payroll accounting system for 30 employees, including two monthly payroll calculations (bonuses, sick leaves, vacations, compensations, pay sheets, tax rolls, all the required reports for the tax agency and the pension fund and the prepared payroll and tax money transfers). A system of personnel document circulation, complying with all the requirements of Russia's labor laws, was created and installed.
