On 16 December 2019, President of the Russian Federation Vladimir Putin signed two laws providing for the possibility to maintain the employment history in electronic form.
The amendments will come into force on 01 January 2020.
Since 01 January 2020, alterations and amendments to the Labour Code of the Russian Federation are expected. The key information on the employment history shall be compiled in electronic form. On 03 December 2019, Draft Federal Law No. 748684-7 On Amending the Labour Code of the Russian Federation As Regards Compiling Employment History in Electronic Form was passed in its third reading by the State Duma.
Transition to electronic employment record books will take place on a staged basis.
With in 2020 employers shall:

amend the existing local regulations concerning the documents presented upon employment;

install or update the software required to transfer a new report on the employment of employees to the Pension Fund of the Russian Federation;

till 30.06.2020 inform employees in writing of the changes in the labour laws that are related to keeping the employee’s employment history, including the right to have the employment history kept on paper at the employee’s request, in addition to the electronic format.

The statement of intention to further maintain the paper employment record book or intention to maintain the employment record book only in electronic form shall be obtained from employees by 31 December 2020.
Now employer is obliged to submit data on labor activity of each employee having employment relationships with it to the Pension Fund on a monthly basis, but not later than the 15th day of the month following the reporting period.
Amendments have been made to a number of articles in the Labour Code, currently using the phrase “employment record book”. These articles are supplemented with the phrase “employment history”. In particular, Art. 62, 65, 66, 84.1, 165, 234, 283, 309, 341.2, 392, 394 of the Labour Code of the Russian Federation have been amended.
The Labour Code of the Russian Federation has been supplemented with new Article 66.1. Employment History, which is fully devoted to the maintenance of employment record books in electronic form.
