In accordance with the Decree of the Moscow Mayor No. 55-UM dated 07.05.2020, the lockdown regime and restrictive measures were extended in Moscow until May 31. At the same time, they began to phase out the previously imposed restrictions, in particular, on May 12, construction organizations and industrial enterprises resumed work in Moscow.

In this article we give recommendations to employers on compliance with sanitary and organizational requirements when resuming work in an unstable sanitary and epidemiological situation related to the spread of a new coronavirus infection (2019-nCoV).

If company resumes work, the employer must ensure compliance with the sanitary and organizational requirements of the regional authorities and the recommendations of Rospotrebnadzor. These recommendations refer to all companies, regardless of the type of activity. It is important to note that in addition to general recommendations, employers must comply with regional requirements.

To resume work, first ensure compliance with sanitary and epidemiological requirements, and then issue an order on resume of work. In the order, indicate the employees who must work in the office, and those who continue to work remotely. Acknowledge all employees with this order. You can do this by email.


Ensure compliance with the following sanitary and epidemiological requirements:

  1. Minimize in-person presence of employees. In offices and on production site, only those employees who ensure the activities of the company taking into account the characteristics of the process should work.

  2. In buildings, structures, facilities, premises and adjacent territories, as well as in other workplaces ensure compliance with sanitary and hygienic requirements in terms of social distance and disinfection.

  3. If it is impossible to maintain social distance between stationary workplaces, install dividing partitions between them.

  4. Ensure compliance with at-home regimen for employees over the age of 65, as well as those who have chronic diseases (diabetes mellitus, obesity, hypertension of the 2nd degree, chronic obstructive pulmonary disease, bronchial asthma of the 2nd degree). Some regions have added pregnant women to this list. Do not allow such employees to work or transfer them to remote work, or grant annual paid leave. Employees over 65 years of age in accordance with Decree of the Government of the Russian Federation No. 683 of 15.05.2020 are entitled to one sick leave for the period from May 12 to May 29, 2020. If there is no possibility of transferring to remote work, then the employee can use the right to take sick leave for the specified period.

  5. Ensure that employees use personal protective equipment - masks, respirators and gloves at their workplaces. Exception: work in separate rooms without other persons.

  6. Ensure the use of personal protective equipment - gloves at workplaces and the territory of the employer when visiting public facilities, including elevators, sanitary facilities, eating places, as well as physical contact with objects used by an unlimited circle of people, including door handles, handrails, other similar items.

  7. Organize the procedure for measuring body temperature of employees at workplaces or on the territory of the employer at least once every 4 hours.

  8. During work, monitor the health status of employees. Keep employees with fever and signs of SARS out of the workplace. Workers who go to work after an illness must submit a certificate of incapacity for work or a certificate from a doctor. Between May 12 and May 31, 2020, organize a test procedure for at least 10 percent of employees for coronavirus infection (2019-nCoV). The register of authorized medical commercial organizations for the diagnosis of new coronavirus infection (COVID-19) is on the website of the Federal Service for Supervision of Public Welfare. To organize the study, it is required to draw up an order on testing the employees for coronavirus and keep a record book in which it is required to record the dates of the procedure and the results of the study.

  9. From June 1, 2020, within every 15 calendar days, organize a test procedure for at least 10 percent of employees for coronavirus infection (2019-nCoV).

  10. Ensure blood collection from employees for laboratory testing by enzyme-linked immunosorbent assay (ELISA) for the new coronavirus infection (2019-nCoV) and immunity to it in the manner and terms established by the Department of Health of Moscow.

Follow all recommendations of Rospotrebnadzor on the organization of work during the spread of coronavirus infection (letters from Rospotrebnadzor dated 20.04.2020 No. 02/7376-2020-24, dated 10.03.2020 No. 02/3853-2020-27).

Rospotrebnadzor strictly oversees the implementation by employers of the requirements of sanitary and anti-epidemic standards. For non-compliance with requirements during the period of high alert, the company has a risk of suspension of activity for up to 90 days.

We also remind you that from April 1, amendments were made to the Administrative Offenses Code and the Criminal Code, which tightened liability for violation of quarantine. For violation of Part 2 of Article 6.3 of the Administrative Offenses Code (for example, if the company has not complied with the requirement of Rospotrebnadzor and has not provided employees who work in the office during the quarantine period with protective equipment - masks, gloves), the legal entity faces administrative liability of up to 500 thousand rubles or suspension of activity for 90 days.
