The Moscow government has taken a number of measures to control the spread of coronavirus infection.

By decree of 01.10.2020 No. 96-UM, the Mayor of Moscow ordered all Moscow employers from October 5 to October 28, 2020 to transfer to remote work:

  • at least 30 percent of the organization's employees;

  • all employees aged 65 and over,

  • employees who have chronic diseases.


This requirement does not refer to the following organizations:

  • defense industrial complex;

  • aircraft industry;

  • organizations that are part of the state corporation of space activities "Roskosmos";

  • organizations that are part of the state atomic energy corporation “Rosatom”;

  • organizations that work under the state defense order, as well as organizations of the electronic technical industry supporting the activities of the mentioned organizations;

  • healthcare organizations and other organizations identified by the Headquarters for measures to prevent import and spread of infection caused by coronavirus in the city of Moscow.


Starting from October 12, 2020, every Monday, organizations must transfer this information to the Moscow government electronically through the employer's personal account on the website of the Mayor and the government of Moscow.

Starting from October 12, it is required to submit the following information about employees who are subject to transfer to remote work:

  • Mobile phone number;

  • Vehicle identification number (if any);

  • Number of the electronic card "Troika";

  • Number of the electronic card "Strelka";

  • Social card number;

  • Number of a monthly pass without travel limit and with a limit of 70 trips, a temporary unified social or privilege ticket.


Information should be submitted in a special form, where the core and additional business activities of the organization should be indicated as per OKVED, but not in a free format.

Employers who fail to submit the report or submit false information will face a warning or a fine in accordance with article 20.6.1 of the Administrative Offences Code of the Russian Federation. For officials, the fine is from 10 thousand to 50 thousand rubles, for legal entities - from 100 thousand to 300 thousand rubles.
