Raising of the retirement age
Since 01 January 2019, the retirement age is 60 and 65 for women and men, respectively. In addition, the pre-retirement age was specified: this period shall cover 5 years before the age at which the right to the old-age insurance pension is gained (including in cases of early pension award). Liability (up to criminal one) has been introduced for employers who unjustifiably dismiss or refuse to employ applicants of pre-retirement age.
Upon request, an employee shall be released from work to undergo a medical examination every three years. Employees of pre-retirement age and working retirees are granted 2 days per year for health assessment purposes. The date of such health assessment shall be agreed upon with the employer. The employee shall be paid an average daily wage for such a day.
ADI-REG notice is applied alongside with green SNILS cards
Instead of the SNILS card, the pension Fund of Russia issues a document that confirms registration in the system of individual personal record-keeping.
Now, when being hired employees shall submit either a SNILS card (with their individual insurance account numbers) or a printout with the number SNILS, i.e. ADI-REG notice. These documents are of equal legal effect.
The period for employee’s application for bank change and penalties for employer’s refusing to change the salary bank have been increased.
Employee shall notify employer in writing of his/her intent to change the salary bank at least 15 calendar days before, and not for 5 working days, as it was before. Employers will be fined for refusing employees to change a salary bank, the fine for officials being from 10 to 20 thousand rubles, for individual entrepreneurs - from 1 to 5 thousand rubles, for legal entities - from 30 to 50 thousand rubles.

The employer can check the authenticity of the employee's education document on the public services portal.
Increased debt collectable through employer
If employee's debt on taxes and other payments is less than 100 thousand rubles, it can be collected through employer. Previously, the amount of debt collectable through employer was 25 thousand rubles.
Assistance in disability employment
From 1 January 2019, employers hiring disabled people should provide them with active assistance in employment, allocating a mentor and equipping the workplace with everything necessary for the qualitative performance of the disabled employee's duties.
Registration with military authorities
Employers shall inform the military registration and enlistment office about employees who have not passed military registration. Employees without military registration are handed a referral to the military registration and enlistment office for registration.
Increased penalties for violations of driving time and rest periods
Total weekly driving time may not exceed 56 hours per week and the total driving time for two consecutive weeks shall not exceed 90 hours. Violation of the driving time and rest periods shall be punishable with a penalty from 1.5 to 2 thousand rubles for drivers, and from 20 to 50 thousand rubles for legal entities.
Inspections of Inspectorate-General for Labour
New Administrative Regulation on Inspection of Employers by Labour Inspectors has been introduced. The total inspection period shall not exceed 60 business days in various constituent entities.
Working conditions for women in rural areas
According to the new article of the Labour Code, women in rural areas shall work no more than 36 hours a week.
Supervisory authorities shall deem any violation of a female employee labour and rest schedule to be a labour law violation entailing an administrative fine on officials from one thousand to five thousand roubles; on legal entities from thirty thousand to fifty thousand roubles.
Other changes:
