Maximum amounts of the base for insurance contributions have been set.

The maximum amount of the Social Insurance Fund base for temporary incapacity for work and motherhood will amount to RUB 912,000 instead of RUB 865,000 in 2019;

The maximum amount of the Pension Fund of the Russian Federation base will be RUB 1,292,000 instead of RUB 1,150,000 in 2019.
For the Federal Compulsory Medical Insurance Fund and the Accident Social Insurance Fund, no maximum base has been set, as in 2019.
The tariffs of insurance contributions in case of temporary incapacity for work, motherhood and for compulsory pension insurance will remain the same for the main categories of payers:
the Pension Fund of the Russian Federation — 22% (10% above the maximum amount of the base),
the Federal Compulsory Medical Insurance Fund — 5.1%,
the Social Insurance Fund — 2.9% (1.8% from the remuneration to foreign citizens temporarily residing in Russia)
Cancellation of Reduced Tariffs for Insurance Contributions
Insurance contributions will be paid at full tariffs by business entities and economic partnerships introducing copyright products the rights whereto are vested in their founders, i.e. scientific institutions or educational organizations for higher education, as well as by organizations and individual entrepreneurs being residents of technology and innovation, industrial and production and tourist and recreational special economic zones.
Social Insurance Fund Pilot Project
It will cover another 19 regions. They will join the list of 59 regions that are already taking part in the Direct Payments Project.
Within the pilot project, the system of mutual settlements between the Social Insurance Fund and the insuring party is changing: the insuring parties shall pay insurance contributions to the Social Insurance Fund budget in full without reducing them by the amount of payments.
Citizens shall apply for the accrual of benefit in the same way: upon the occurrence of an insured event, the employee shall contact his/her employer.
No later than five calendar days from the day the insured person submits the application and the documents, the employer shall submit the application and the documents received by it that are required for granting and paying the benefit or an electronic data register to the territorial body of the Social Insurance Fund at the place of registration.
Within 10 days, the Social Insurance Fund regional branch or its executive body shall make a decision to grant the benefit and transfer it to the specified bank account or by postal order, at the payee’s option.
New Form of Insurance Contributions Calculation (ICC)
Changes have been made to section 1 Summary of Obligations of the Insurance Contributions Payer and section 3 Identifying Information on Insured Persons. It will be necessary to report on the new form for Q I 2020.
