Since July 1st 2021 the form of the CZV-TD report and the order of its completion will be changed.
Till July 1st 2021 it is required to use the last form and order of the CZV-TD report (Resolution of the Pension Fund board dated 25.12.2019 № 730п). For instance, if the employer submits the SZV-TD report for the new or dismissed employee in June, he should use the usual form of the report. If the order of the employee`s hiring is issued on June 30th and the SZV-report is forwarded on July 1st, it is required to use the new form of the report, approved by the Resolution of the Pension Fund board dated 27.10.2020 № 769п.
The monthly SZV_TD report for June that must be submitted to the Pension Fund till July 15th 2021 year, has to be generated according to the new form as well.
The following changes were brought in the report:
1. The section "Information about the employer, whose successor is the Insured" will be required to fill in the case when it is necessary to submit (correct) data about the work of the employee, whose employer is currently deregistered. The successor must specify information about the former employer:

registration number in the Pension Fund;

employer (name);
-
INN (Taxpayer Identification Number);
-
KPP.
2. The form of the report was added by the field “Work in the districts of the Far North/ Work in the locations equated to the districts of the Far North”, "which is provided by the following codes:

RKS - Work in the districts of the Far North
-
MKS – Work in the locations equated to the districts of the Far North
The filed is completed referring the registered persons that perform activities on these locations.
Inclusion of information about working in the other areas with special climatic conditions (including the southern regions of Siberia and the Far East, where the district coefficients and northern surcharges are applied) is not prescribed by the new form.
3. The order of the field completion “Code of the function performed” was changed. Currently all organizations (not only those that apply occupation standards) have to indicate the code designation of the activity consisting 5 digital signs.
The first four signs - code of the name of the group of occupations "OK 010-2014 (MSCZ-08). “All-Russian classifier of occupations" (ARCO), (Order of Rosstandart dated 12.12.2014 N 2020-st). The fifth sign is the control number.
Employers who are the legal entities and physical persons define the code of the classification object according to the All-Russian classifier of occupations.
In order to reflect data correctly in the program 1C ZUP and submit the SZV-TD report on time since July 2021, it is already required to assign codes to all positions that your company has now.
Comments to the definition of the code designation:
• All-Russian classifier of occupations (ARCO) 010-2014 (МСКЗ-08) is published on the official site of the Federal Technical Regulation and Metrology Agency. You can get acquainted with it
• ARCO uses the hierarchical classification method. The general scheme of coding in ARCO looks like that XXXX.X, where:

X — main group;
-
XX — subgroup;
-
XXX — small group;
-
XXXX — initial group;
-
X — control number.
• The classifier does not contain positions of the employees. The occupations are the classification objects in the ARCO. The occupation implies the type of the jib function that the employee performs on the working place.
• When defining the code, the classification is significant. There are 4 types of classification in the ARCO:

higher education and academic degree,

secondary vocational education,
-
vocational training,
-
basic general education and secondary general education
• When defining the job function it is required to focus on the actual job but not on the name of the employee`s position.
•If the occupation covers the wide scope of the job functions, it is classified by using priority principle.
Steps for defining the code:
1. To define the code, it is necessary to determine the main group of work, reflecting the qualification of the employee and his position in the structure of the company.
2. Next, it is necessary to find a subgroup, and in it a small group (responsibilities), determine the initial group - a specific type of work, taking into account a deeper specialization. At this stage, you need to analyze what the employee is doing in order to assign the correct code. The All-Russian classifier of occupations contains a description of the groups and examples of works assigned to this group, which you can use to check the correctness of the assignment of the code.
An example of coding works for the group “Accountant”:

2 — belonging to the main group “Specialists of the highest qualification level”;

24 — belonging to the subgroup “Specialists in the field of business and administration”;

241 — belonging to the small group “Financial professionals”;

2411.6 — belonging to the initial group “Accountants”.
3. When determining the required labor function, a four-digit code and a control number will be indicated opposite it, they must be entered into the table.
We recommend to fixate the decisions made in the company on the assigned ARCO codes in an organizational and administrative document, for example:

Many companies have a grading system. As a rule, positions are categorized by grades according to the content of the job function, skill level, level of managerial responsibility, etc. If the order of gradation is fixed in any organizational document, then this document can also be used to determine ARCO codes, making the necessary additions to it.

You can issue an order for the main activity, in which every position is assigned a specific code. When a new position is included in the staffing table, it is necessary to indicate the ARCO code in the order on making changes to the staffing table.
A local regulatory act is not required in this case.
From January 1, 2021, the Code of Administrative Offenses established liability for failure to submit, violation of deadlines or errors in SZV-TD. The official responsible for submitting the form may be warned or fined from 300 to 500 rubles (part 2 of article 15.33.2 of the Administrative Code as amended by the Law of April 1, 2020 No. 90-FZ, paragraph 2 of article 2 of the Law of April 1, 2020 No. 90-FZ). From January 1, 2021, the labor inspectorates received the authority to issue these fines (Rostrud order of August 31, 2020 No. 170).
