Starting from July 1, 2017 the Federal law as of 01.05.2017 № 86-FZ came into effect. According to this law sick lists may be issued in electronic format.

Electronic sick lists are issued only with the patient’s consent. In order an employee could receive an electronic sick list, the medical institution, which the employee applied to, and the company, which the employee works for, should be registered in the information system of Social insurance fund.


The estimated procedure for all participants of the process is as follows:

  1. An employee at the medical institution agrees in writing to get an electronic sick list.
  2. A doctor registers the sick list in the information system.
  3. The doctor hands the patient the ticket of the electronic sick list with identifier.
  4. The employee hands the employer the ticket of the electronic sick list.
  5. The employer completes his/her part of the electronic sick list in the information system.
  6. The employer assigns and pays the benefit.
  7. Social insurance fund receives the data on the insurance event in the information system.
  8. Social insurance fund reimburses the employer the benefit paid.

Advantages of the electronic document:

  • the exchange of information on the insurance event between the medical institution, the employer and Social insurance fund will become more transparent;
  • possibility of a fake sick list will be excluded;
  • doctors will execute the document sooner and will devote more time to the patient;
  • the employer will be able not to check the accuracy of completion of the electronic sick list;
  • it will be easier for employer to complete his/her part of the sick list.

  
To become a participant in electronic document flow, you need:

  • To receive your login and password to the unified information system of Social insurance fund (cabinets.fss.ru), as well as an encrypted digital signature, with which you will sign sick lists in this system
or
  • To download from the website of Social insurance fund a special program “Preparation of calculations for Social insurance fund”.
