On March 25, 2010 a press conference of BDO Outsourcing Division in Russia was held in the conference hall of Russian informational agency “Rosbusinessconsulting”. The press conference was devoted to start up of a new project to be realized together with RBC rating agency. Rating of demand for outsourcing of business processes in foreign companies working in Russia.

Representatives of BDO Outsourcing Division in Russia took part in the event: General Dirctor Mr. Tiunov Sergey, Deputy General Director Mr. Neporada Igor and Director of Marketing and Business Development Department Mrs. Shusterova Ludmila.

Rating of demand for outsourcing of business processes in foreign companies working in Russia. In the press conference we summarized results of the first joint project, which lasted for 3.5 months and covered 3500 companies, we announced start up of a new project on studying of demand in foreign companies. The participants also discussed status and prospects of outsourcing market development in Russia. For an hour users of Internet questioned guests of a studio in a news studio of information agency “Rosbusinessconsulting”. Questions related to forecasts and prospects of development of outsourcing market in Russia, principal differences of business processes outsourcing in Russian and foreign companies, cost of service and specific character of transfer of internal functions to external provider were of the main interest.

Mr. Tiunov Sergey, BDO Outsourcing Division in Russia, General Director:

- Foreign companies practice this method of business management for quite a long time. The main motivation for foreign companies is reduction of risks related to work in the new for them legal and fiscal environment. Russian companies have another motivation: many entrepreneurs think that they have good understanding of accounting and taxes and they don’t want to share their sacramental knowledge with anybody. Moreover, it is a problem to transfer the functions, which in some ways use taxation schemes, for outsourcing. Hence, Russian companies will transfer for outsourcing only those functions that allow reduction of expenses and functions that do not deal with some very creative solutions on tax saving. As a result in spite of tendency for extension potential market of Russian clients for outsourcing still is quite narrow. However now more and more companies start to work in “white zone”, they save not on doubtful schemes but on real effectiveness of some sections of record keeping.

Mr. Neporada Igor, Deputy General Director:

- More and more Russian companies take practical interest in outsourcing as one of the successful tools of doing business. Today around 20-25% of our clients are Russian companies. Among them: «SIBUR — Russian tires», service subdivision of «Eldorado», «Pharmacy chain 36,6», companies dealing with wholesales and retail sales. In order to be successful we constantly invest funds for development of software and technical infrastructure, methodological support, improvement of communications with clients, improvement of technological procedures, development of quality control procedures and internal audit. Certainly in our work we always consider difference between Russian and foreign companies. But we obviously see tendency for convergence of management cultures of western and domestic companies, so share of Russian companies using outsourcing of different functions will grow.

Mrs. Shusterova Ludmila, Director of Marketing and Business Development Department:

- The first rating showed that outsourcing is more popular among, of coarse, foreign companies. Around 70% of working population in USA get salaries, which are accounted by professional outsourcing companies, where as in Russia, according to our estimations, we can speak about 0,5%. In Europe and USAA they actively apply specialization principle: the majority of non-core business processes in a company starting with cleaning of premises and arrangements for feeding and finishing with maintenance of accounting records, maintenance of IT infrastructure, organization of training, purchasing process are transferring for outsourcing. Advantages of such approach such as reduction of expenses, bringing of risks to minimum, improvement of quality of the processes improvement of business manageability are well known and so not require proofs. When international companies come to other countries including Russia they as a rule apply the same approaches for doing business as in their countries. Trust for specialized organizations and focusing on key aspects of business are business culture of foreign companies. That is why in our experience it is easier to “sell” outsourcing ides to foreign companies. These companies understand how outsourcing works, which standards they should apply for service providers. According to my observations around 10 years ago our clients were mainly representatives of foreign companies doing business in Russia. Today these companies carry on full-scale business in the territory of Russian Federation, they are dealing with wholesales and retail sales, have their own productions in Russia. Among them: retail chain OBI, representative office of Apple Company Apple, YKK Group, Eli Lilly, legal firms CMS, Linklaters and many others. In general we can say that outsourcing business made a great step forward together with its clients – foreign companies in Russia and movement in this direction will continue.

The first joint project of RBC.Rating and BDO Outsourcing Division in Russia lasted for 3.5 months. The purpose of the project was to study opinion of top managers of companies on transfer of some internal functions for outsourcing. Selection included more than 3500 companies of large, medium and small business representing different sectors of economy (banks, insurance companies, retail, food industry, consumer market, etc.). The main part of respondents is representatives of Russian companies. As the target we have chosen 13 most popular internal functions of enterprises such as security, service trades, transport and logistics, recruitment and training of personnel, IT-infrastructure, hosting, legal services, call-centers, accounting functions (full business accounting or its separate functions, payroll accounting and personnel records), business planning and optimization of business processes, economic and informational security.
