While at the 10th all-Russian tax forum entitled "Tax Maneuver – 2014 as Seen by Business Community and Authorities", Dmitry Kovalenko, the Director of the Accounting Services Department of BDO Unicon Outsourcing, attended a meeting of the electronic document circulation workgroup at the Expert Council working on perfecting tax legislation and legal practices.
During the event, business people, authorities and service providers discussed new challenges related to the introduction of electronic document circulation in businesses and ways of overcoming internal opposition to it in companies, while involving counteragents in switching to and organizing electronic document circulation in transnational companies. Also, contributors described the latest tendencies, legislative innovations and the expectations of participants of the market.
The most excitement among the attendees was caused by the address of Nadezhda Vishnevskaya, the head of the Procter&Gamble tax department, who touched upon the problems of electronic 2015 VAT declarations, and the report delivered by Irina Nikolayeva, the chief accountant of the Aeroflot company, entitled "VAT-2015: the Basic Tendencies and Complicated Issues".
As many of those speaking believed, immediate switching to electronic document circulation could make the lives of taxpayers experiencing difficulties in submitting their reports considerably easier.
At this time, there are not many counteragents using electronic document circulation. According to Dmitry Kovalenko, the basic considerable factors detrimental to switching to electronic document circulation are the lack of roaming between operators and the insufficiently clear ways of signing documents. For instance, while using electronic document exchange, signing documents after the fact becomes impossible, that scares away many potential counteragents who are used to do things this way.
